Jay E. Lazarovich is a member of the firm’s Public Finance and Real Estate department. Jay serves as general counsel to community development districts, assisting with the issuance of special assessment revenue bonds, property and infrastructure conveyances, compliance with statutory requirements and contractual needs of the Districts.
Jay also focuses his practice on affordable housing and bond financing. He serves as issuer’s counsel, disclosure counsel and special counsel to housing finance authorities, non-profit lenders, and the Florida Housing Finance Corporation. Jay’s experience includes the issuance of tax-exempt and taxable bonds, loans, and grants.
Jay earned his Juris Doctor from Stetson University College of Law. He worked full-time while attending law school in the evening. Jay’s previous experience includes title, real estate, and community association matters.
In law school, Jay earned a Student Leadership Development Certificate and the William F. Blews Pro Bono Service Award, volunteering with the Florida Department of Children and Families and the Florida Department of Elder Affairs. He also served as the Treasurer and Pro Bono Coordinator for the Part-Time Student Society and as a member of the Part-Time Advisory Committee. Prior to law school, Jay attended the University of Tampa, where he earned a Bachelor of Science in Marketing with a minor in Law, Justice, and Advocacy.
